Community Revitalization

organizing,planning and design, or special projects
ALBERT ALGARIN
Albert is the president of the North Clinton Avenue
Business Association, the mission of which is to support
existing businesses, encourage new business development, and
clean up the area from Upper Falls Boulevard to Ridge Road
East. The Association focuses on engaging business owners,
working to eliminate loitering, addressing gang issues,
encouraging façade improvements, and improving safety. In
December 2005, Albert coordinated the purchase of a
Christmas tree to put up outside of St. Michael’s Church to
promote a common bond for the area, bring the community
together, and promote the local businesses. Nay sayers felt
that the tree and decorations would be destroyed quickly,
but it stood undisturbed for the Christmas season. Last
Spring, the business association painted the Quint 6
firehouse and replaced some of its furniture. Albert is the
first to recognize that there often isn’t reward without
taking risks – and Albert has taken many risks. He has put
his own safety on the line as he has pushed against the
loitering and gangs, but his belief in and passion for the
North Clinton Avenue neighborhood have persevered and the
changes in the neighborhood are a testament to his hard work
and dedication.
SWILLBURG NEIGHBORHOOD
ASSOCIATION
The Swillburg Neighborhood Association (SNA) is an all
volunteer group of neighborhood leaders striving to improve
the neighborhood in which they live. Swillburg is located in
the Southeast quadrant of the City of Rochester between
South Clinton Avenue and Field Street and contains
approximately 800 houses. The SNA is a very engaged group of
volunteers that orchestrate many events, activities, and
projects for their neighborhood. They also advocate on
behalf of the neighborhood when necessary. In addition to
organizing several events throughout the year, the SNA is
active in planting and maintaining community gardens and
ongoing community outreach. Most recently the group
leveraged a branding project building on customized house
numbers with their Swillburg Pig Logo and expanding that to
include matching custom street signs and welcome signs into
the neighborhood. The SNA is known for being a very engaged
and energetic partner committed to improving their
neighborhood. They have gone above and beyond to make their
neighborhood a thriving success and a neighborhood of choice
in the City of Rochester.

SISTER PATRICIA FLYNN
Thirty years ago, Sister Patricia Flynn saw a need to
provide a work training program for inner city youth. She
established St.
Michael’s woodshop, where she teaches youth basic work
skills to prepare them for the work world when they graduate
from high school. In addition to learning work skills, the
program instills a work ethic in the participating
teenagers. She has worked tirelessly to find funding sources
to provide stipends for the program participants. Her
program runs through her efforts and perseverance. A visit
to the woodshop proves that Sister Pat is doing a great job
for the teenagers who are lucky enough to work with her.

Achievement Award

accomplishments in the field of community development
leading to an improved quality of life in Rochester’s
neighborhoods
LARRY O. STID
Larry was the Deputy Commissioner of the Department of
Community Development until he passed away in November 2005.
He started with the city in 1978 as the Chief of
Comprehensive Planning, became Director of the Planning
Bureau in 1987 and in 2003 was named Deputy Commissioner.
Among many other accomplishments, he was Sen. Hillary Rodham
Clinton’s representative to the Erie Canalway National
Heritage Corridor Commission and was a member of American
Institute of Certified Planners. He was well known in his
field and received numerous awards from the American
Planning Association. Larry was responsible for coordinating
all city planning initiatives, including the City’s
Comprehensive Plan, Neighborhood Planning Process,
Waterfront Development Plan and Center City Master Plan, in
which he worked closely with citizens, neighborhood
organizations and interest groups, other levels of
government, private developers and such outside agencies as
the regional planning board and Center for Governmental
Research.
